Reports and announcements

Balanced Mix Design (BMD) Implementation: NCAT continues to make steady progress. They have completed testing for three of the first five mixes and anticipate completing the fourth by the end of April.

The tests being conducted on the first five mixes are the IDEAL-CT, the IDEAL-RT, and the Hamburg Wheel-Tracking Test (HWTT). Once the testing is complete the members of the Task Group 3.2: Identify and Assessing Performance Test Appropriateness and Task Group 5.2: Conduct Benchmarking Studies, and NCAT, will meet to discuss the results and how to go forward.

Best Practices workshops in progress at the Kahului Courtyard by Marriott and the UH East-West Center

2026 Best Practices for Asphalt Pavement: About 90 people attended our Best Practices workshops on March 30th in Kahului and April 1st in Honolulu. A big Mahalo to Jarrett Welch, from HAPI member Quality Paving Consultants, for sharing his years of practical experience with the group. We have had the good fortune of Jarrett being our instructor for this annual training since 2015. Click here for a report, including photos.

Understanding a Job Mix Formula Submittal workshop was conducted on March 17, 2026, at the HAPI office. Staff from HDOT Airports, the City’s Department of Planning and Permitting, and HAPI members HDR Engineering, Inc. and Wesley R. Segawa & Associates, Inc. participated in the two-hour workshop. The next session is tentatively scheduled for September 2026.

The FHWA’s Mobile Asphalt Technology Center (MATC) is offering a free, Asphalt 101 three-part virtual webinar series to help strengthen understanding of asphalt materials, mix design, paving, inspection, and evaluation.

Perpetual Pavement Award: By Performance: HDOT received the By Performance award for Route 11 in Hawaii County. Originally constructed in 1926, this 8-mile section of roadway has provided nearly a century of service while continuing to perform under unique environmental conditions. Asphalt Video of the Month

FHWA Mobile Asphalt Technology Center (MATC) logo

Tour the FHWA Mobile Asphalt Technology Center (MATC). Staff were on hand at the 2023 Transportation Research Board annual meeting to give conference attendees a look inside the new MATC. New features include a 29-foot section that can extend 5 feet wider than the old trailer to accommodate 20 people for classroom-style training, demonstrations, and open-house events, solar panels on the roof, and a wheelchair lift.

From Research to Runways: A Look at the Airport Asphalt Pavement Technology Program (AAPTP): The AAPTP is driving innovation in asphalt pavement design, materials, and construction to help build safer, more reliable, and efficient airfield surfaces. The program brings together the Federal Aviation Administration (FAA), the National Asphalt Pavement Association (NAPA), industry leaders, and research institutions to reduce premature pavement distress, improve construction consistency and quality, and modernize specifications.
