New HAPI Executive Director
It is with both gratitude and a touch of sadness that we wish Jon Young all the best in his well-deserved retirement. We sincerely thank Jon for his years of dedication, leadership, and hard work in growing HAPI’s network of partners and establishing HAPI’s international reputation as a trusted technical resource. Fortunately, Jon will continue supporting HAPI as Senior Advisor, helping to ensure continuity.
As HAPI’s new Executive Director, I want to thank our partners for the warm welcome and encouragement I have already received. I am committed to continuing HAPI’s strong tradition of workshops and training opportunities, including HAPI Shorts, Best Practices for Asphalt Pavements, Understanding a Job Mix Formula Submittal, and the Annual Paving Conference. I am honored by the opportunity to serve HAPI and look forward to learning from all of you as we continue building on the strong foundation already in place.
Balanced Mix Design (BMD) Implementation
On April 28th, HAPI had the opportunity to meet with Fan Yin from NCAT in person and with his staff remotely, along with members of Task Group 3.2: Identifying and Assessing Performance Test Appropriateness and Group Task 5.2: Conducting Benchmarking Studies, to review the results. NCAT has completed testing of the first five mixes. The tests conducted were the IDEAL-CT, the IDEAL-RT, and the Hamburg Wheel Tracking Test.
The next steps are to:
- Determine which test(s) to use moving forward (IDEAL-RT vs. Hamburg), as both test results indicate rutting protentional.
- Continue NCAT’s testing of the remaining Hawai‘i mixes currently in their lab.

This month’s highlights
Asphalt Institute: MixBusters, The truth about asphalt myths. This issue of Asphalt Institute’s MixBusters, takes on the following three myths:
- Tack coat can be skipped when paving multiple lifts in short order as the fresh materials will still bond together.
- Mixes with higher RAP and/or RAS cool faster than virgin or lower RAP mixes.
- Laying an asphalt layer greater than four times NMAS will result in poor compaction.
NCAT, Auburn University: Thick Lift Asphalt Paving illustrates how municipalities can save time and money and limit potential for poor bonding or delamination using thicker single lifts.
Kraton Corporation: Innovation Story, Port of Napier, New Zealand illustrates how highly modified asphalt binder can solve rutting issues related to heavy forklift and shipping container operations.
